A fumble is either an accident or a muff.
By definition, a fumble is the accidental loss of player control or a muff by a player whose team is in control.
Rule 4, Section 16 – Fumble
Art. 1
"A fumble is the accidental loss of player control when the ball unintentionally drops or slips from a player’s grasp or is muffed by a player whose team is in control, as when a pass between teammates is not caught cleanly."
Page 52
Rule 4, Section 16 – Fumble
Art. 2
"A fumble may be legally recovered by any player."
Page 52
A.R. 4–11 – Dribble & Fumble/Control
RULING: No. The player is not in control under these conditions and therefore is not dribbling.
Case Book, p. 26
A.R. 4–13 – Airborne Fumble Then Dribble
RULING: It is a violation in both (1) and (2). A1 is permitted to recover the ball, but after recovering the ball, he is not allowed to start another dribble. However, if a fumble is touched by another player and then recovered by A1… A1 is allowed to start another dribble.
Case Book, p. 27
A.R. 7–22 – Throw-in Fumble/Designated Spot
RULING: No. Since there was a fumble, the official shall blow the whistle, which causes the ball to become dead and the throw-in to be re-administered.
Case Book, p. 59
A1 is dribbling the ball in its front court and B1 knocks the ball out of bounds below the free throw line extended on the sideline. The officials grant Team A a designated spot throw in on the baseline at the nearest spot three feet outside the lane line. Are the officials correct?
When the defense knocks the ball out, the throw-in is from the spot where it went out. If it went out on the sideline, it stays on the sideline.
Rule 7-3 – The Throw-In
Art. 2(a) (Exception)
"…the designated spot for the throw-in will be either the nearest 28-foot mark or the nearest spot 3 feet outside the lane line on the end line. (Exception: When the defensive team has caused the ball to be out of bounds as in Rule 9-2, the throw-in shall be from the spot where the ball went out of bounds.)"

A1 has released a try for goal. B1 attempts to jump to block the shot but misses and grabs the ring. A1's try bounces off the backboard and the ball is clearly not going in the basket. B1 while still grasping the ring, grabs the ball. Which is true?
Using the ring/backboard to gain a height advantage to touch the ball after the try has ended is Illegal Assistance. The ball is dead and awarded to the opponent; no points are scored.
Rule 9-16 – Illegal Assistance
Art. 1
"A player may not gain assistance by using any part of the ring, net, backboard or basket support to lift, hold or gain a height advantage in an attempt to: a) Score b) Touch the ball (after a try has ended) in an attempt to secure the ball or c) Block a try for goal"
Page 97
Rule 9-16 – Illegal Assistance
PENALTY
"The ball shall become dead when the violation occurs. In Article 15.1.a the goal shall not count. In 15.1.a and b, the ball is awarded to the opponent for a throw-in at a designated spot nearest to where the violation occurred using the procedures in Rule 7-3.2. In Article 15.1.c, the offended team shall be awarded the points associated with the try for goal and the ball awarded to the team not credited with the score."

With 11:00 on the clock before the game, Team A supplies a lineup sheet to the official scorer with all the players' names and numbers, and also designates the five starters. The official scorer incorrectly transcribes the starters into the scorebook. The error is discovered five minutes before the game starts. Should Team A be penalized with an administrative technical foul?
Changes after the 10:00 mark are generally illegal—but correcting a scoring or bookkeeping mistake is an explicit exception.
Rule 10-2.2
b
"After the 10-minute mark is reached on the game clock that is counting down the time before the start of the game and until the end of the game, a team shall not make lineup or roster changes to the scorebook except those changes necessitated by obvious injury, illness, blood on the uniform, a replacement of a designated starter to shoot a technical-foul free throw, or to correct a scoring or bookkeeping mistake."
Page 102
A.R. 3–2 – Late roster/starting lineup presentation

A simultaneous technical foul involves both teams committing technical fouls at approximately the same time.

Simultaneous technical foul
"A simultaneous technical foul occurs when each team commits a technical foul at approximately the same time, but not by opponents against each other."

The officials disallow the basket, charge both fouls, and since the double fouls were called while there was no team possession, they award the ball by the alternating-possession arrow.
